Policies on Prohibited Behaviour and Prohibited and Restricted Items in Venues

I. Prohibited Behaviour in Venues

The rules on prohibited behaviour apply to all venues kept in lockdown during the Games.

Prohibited behaviour refers to any behaviour that violates the APC Constitution, the PRC laws and regulations, or common practices of major international multi-sport events, and disturbs the order of the Games. Any prohibited behaviour will be handled in accordance with the APC rules as well as the PRC laws and regulations. Prohibited behaviour includes:

1. Any form of political, religious, or racial propaganda or display, including but not limited to chanting slogans, displaying banners or signs, distributing pamphlets, affixing or smearing materials, physical demonstrations, as well as showcasing flags of countries or regions not participating in Hangzhou Asian Para Games;

2. Any parade, sit-in, or demonstration;

3. Any behaviour that disturbs the order of the competition, such as the intentional destruction of venue facilities, climbing over barriers, stepping on seats, littering, setting off fireworks, burning items (clothes, paper, flags, etc.), nudity, unauthorised access to restricted areas, self-harm, self-mutilation, self-immolation, obstructing venue entries and exits, breaching security perimeters, etc.;

4. Any behaviour that interferes with or obstructs the participating athletes, coaches, technical officials, or other staff;

5. Any behaviour and language that insult or irritate the spectators, and any behaviour that interferes with or obstructs spectators watching the match;

6. Any form of violent behaviour;

7. Any form of gambling;

8. Any violation of the rules on prohibited and restricted items; and

9. Any other behaviour that may violate the APC Constitution, the PRC laws and regulations, or common practices of major international multi-sport events.

II. Policy on Prohibited Items for Individuals

The rules on prohibited items apply to all individuals entering the enclosed security zones of the venues. 

Prohibited items refer to any articles or substances that are forbidden by the PRC laws and regulations from being brought into the enclosed security zones of the venues. Once discovered by the security staff, the prohibited items will be confiscated in accordance with the PRC laws and regulations and other relevant regulations. The persons involved will be penalised and the concerned items will be disposed of by public security authorities in accordance with the PRC laws and regulations. Prohibited items include:

1. Firearms, ammunition and explosives;

2. Replica guns, crossbows, daggers, and other controlled knives;

3. Hazardous materials such as poisonous and corrosive chemicals and radioactive substances;

4. Fireworks, gasoline, alcohol, and other inflammable and explosive items;

5. Dangerous substances such as harmful biological agents and infectious disease pathogens;

6. Heroin, cocaine, marijuana, meth, and other narcotics; and

7. Any other article or substance that is explicitly prohibited by the PRC laws and regulations.

III. Policy on Restricted Items for Accredited Personnel

Restricted items refer to any articles or substances that are not explicitly prohibited by the PRC laws and regulations but still not allowed to be brought into the enclosed security zones of the venues, because the presence of these items is incompatible with common practices of major international multi-sport events or may undermine the security and order of the venues. Restricted items shall be disposed of by their carriers properly.

This policy is applicable to accredited personnel into competition venues, non-competition venues in lockdown; however, the List of Restricted Items for Asian Para Games Village (Asian Para Games Sub-village), and official hotels shall be stipulated separately. Restricted items include:

1. Alcoholic beverages;

2. Banners, slogans, and other promotional materials that promote political, racial, religious, or commercial content and violate the APC Constitution, or the PRC laws and regulations;

3. Flags from countries or regions not participating in  Hangzhou Asian Para Games; flags with a dimension exceeding 1m*2m when fully unfurled, and flagpoles longer than 1m in length;

4. Any means of mobility aids other than walkers (e.g. strollers, wheelchairs, etc.), including but not limited to electric bicycles, motorcycles, bicycles, mopeds, self-balancing scooters, and skateboards;

5. Any animals (except guide dogs);

6. Musical instruments, including but not limited to whistles, trumpets, and drums;

7. Various types of sticks and sharp objects that are likely to cause personal injuries, including but not limited to selfie sticks and umbrellas (except crutches, prostheses, white canes, etc. used by people with impairments);

8. Balls, sport sticks, rackets, frisbees, and similar equipment or objects that may disturb the competition (except sports equipment used for competitions);

9. Any unauthorised devices that may hinder the performance or competition progress; distract participating athletes, technical officials, and coaches; interfere with the electronic signals and cluster signals of the Asian Para Games; or disturb spectators. These devices include but are not limited to radios, laser devices and loud speakers;

10. Radio stations and transmitters without dedicated tags for wireless transmission equipment. Exceptions include public mobile communication devices (mobile phones), USB wireless network adapters for computers, laptops, tablets, remote car keys and wireless camera remote controls, biomedical telemetry devices and medical implants and related accessories for personal use that meet the technical requirements for micro-power short-range radio transmission equipment, and smart wearable devices (e.g. smart watches, smart bracelets, smart glasses, and Bluetooth headsets);

11. Small aerial vehicles (e.g. drones) and remote controls, various types of model aircraft and remote-control devices, and floating objects such as kites and sky lanterns;

12. Igniters such as lighters and matches; and

13. Any other items that may cause safety concerns and violate the APC Constitution, the PRC laws and regulations, or ticket agreements, including but not limited to containers with a pressure system and syringes.

Special Notes:

1. Repair tools, essential equipment and objects carried by venue teams, maintenance and technical support personnel of participating delegations, media technical personnel, medical personnel, wheelchairs repair personnel, and wheelchair users, can be brought into the venues after passing the security check. The above-mentioned items are required to be strictly controlled and managed by their carriers' teams or organisations;

2. Necessities such as medical equipment, testing equipment, testing equipment for doping control, medicine, and reagents carried by staff members in medical services, food safety, doping control and other functional areas, can be brought into the venues after passing the security check. The above-mentioned items are required to be strictly controlled and managed by their carriers' teams or organisations;

3. A selected number of essential cosmetics in small amounts such as mousse and hair gels carried by sport presentation performers, Victory Ceremony hostesses and flag raisers, and athletes, shall be tested by themselves under the supervision of security screeners. After passing the security check, the above-mentioned items can be brought into the venues, but these items are required to be strictly controlled and managed by their carriers' teams or organisations;

4. Musical instruments and props for performance used by sport presentation performers, shall be submitted to the concerned venue security team for record filing in the first place, and can be later brought into the venue after passing the security check. The above-mentioned items are required to be strictly controlled and managed by their carriers' teams or organisations;

5. Drones and other aerial vehicles used as Games support equipment, which have received the approval documents and have been registered with the security teams of the venues they are intended to enter, can be brought into the venues after passing the approval document verification and the security check. The above-mentioned items are required to be strictly controlled and managed by their carriers' teams or organisations;

6. People with medical conditions are permitted to bring a limited amount of essential and well-packed medicines for personal use, essential medical syringes, disinfectants, lubricants, catheters, or urine collectors necessary for their well-being;

7. Prior to entering a venue through the security check point, accredited personnel who bring electronic devices such as laptops must undergo a functional test to ensure that these devices are safe;

8. According to regulations on the radio equipment management during the Games, radio stations and transmitters with the Hangzhou Asian Para Games Organising Committee's (HAPGOC) dedicated tags used for Hangzhou Asian Para Games wireless transmission equipment and whose radio frequencies meet the radio frequency range specified on the licence, can be brought into dedicated venue(s) after passing the security check; and

9. Folding umbrellas can be brought into the outdoor venues after passing the security check if they are needed outdoors due to the weather conditions.

IV. Policy on Restricted Items for Ticket Holders

Restricted items refer to any articles or substances that are not explicitly prohibited by the PRC laws and regulations but still not allowed to be brought into the enclosed security zones of the venues, because the presence of these items is incompatible with common practices of major international multi-sport events or may undermine the security and order of the venues. Restricted items shall be disposed of by their carriers properly.

This policy is applicable to ticket holders entering the enclosed security zones in competition venues. These restricted items include:

1. Fragile items and various types of containers, including but not limited to glass bottles/cups, thermoses, and ice boxes;

2. Beverages in different packages that are not provided by the venues (especially alcoholic beverages), as well as easy-to-throw food (such as large quantities of fruits, eggs, and nuts in shell) that obviously exceeds typical usage;

3. Banners, slogans, and other promotional materials that promote political, racial, religious, or commercial content and violate the APC Constitution, or the PRC laws and regulations;

4. Flags from countries or regions not participating in  Hangzhou Asian Para Games; flags with a dimension exceeding 1m*2m when fully unfurled, and flagpoles longer than 1m in length;

5. Any means of mobility aids other than walkers (e.g. strollers, wheelchairs, etc.), including but not limited to electric bicycles, motorcycles, bicycles, mopeds, self-balancing scooters, and skateboards;

6. Any animals (except guide dogs);

7. Musical instruments, including but not limited to whistles, trumpets, and drums;

8. Various types of sticks and sharp objects that are likely to cause personal injuries, including but not limited to selfie sticks and umbrellas (except crutches, prostheses, white canes, etc. used by people with impairments);

10. Luggage and handbags that exceed the width of a spectator seat;

11. Any unauthorised devices that may hinder the performance or competition progress; distract participating athletes, technical officials, and coaches; interfere with the electronic signals and cluster signals of the Asian Para Games; or disturb spectators. These devices include but are not limited to radios, laser devices and loud speakers;

12. Radio stations and transmitters without dedicated tags for wireless transmission equipment. Exceptions include public mobile communication devices (mobile phones), USB wireless network adapters for computers, laptops, tablets, remote car keys and wireless camera remote controls, biomedical telemetry devices and medical implants and related accessories for personal use that meet the technical requirements for micro-power short-range radio transmission equipment, and smart wearable devices (e.g. smart watches, smart bracelets, smart glasses, and Bluetooth headsets);

13. Small aerial vehicles (e.g. drones) and remote controls, various types of model aircraft and remote-control devices, and floating objects such as kites and sky lanterns;

14. Igniters such as lighters and matches; and

15. Any other items that may cause safety concerns or violate the APC Constitution, the PRC laws and regulations, or ticket agreements, including but not limited to containers with a pressure system, nail polish, white spirit, and syringes.

Special Notes:

1. Prior to entering a venue through the security check point, ticket holders who bring electronic devices such as laptops must undergo a functional test to ensure that these devices are safe;

2. People with medical conditions are permitted to bring a limited amount of essential and well-packed medicines for personal use, essential medical syringes, disinfectants, lubricants, catheters, or urine collectors necessary for their well-being. Liquid medicine and inhalation aerosols below 100ml brought by the ticket holder, shall be tested by himself/herself under the supervision of the security screeners, and can be brought into the venue after passing the security check;

3. Wheelchair users are allowed to carry essential wheelchair maintenance tools with them;

4. Baby bottles brought for infants are permitted into the venue after passing the security check; and

5. Folding umbrellas can be brought into the outdoor venues after passing the security check if they are needed outdoors due to the weather conditions.

V. Policy on Restricted Items in the Asian Para Games Village and the Asian Para Games Sub-village

This policy is applicable to accredited personnel into the Asian Para Games Village and the Asian Para Games Sub-village. Restricted items include:

1. Banners, slogans, and other promotional materials that promote political, racial, religious, or commercial content and violate the APC Constitution, or the PRC laws and regulations; (Religious items for personal use are permitted.)

2. Any animals (except guide dogs);

3. Foods and beverages (including alcoholic beverages) brought by accredited personnel;

4. Radio stations and transmitters without dedicated tags for wireless transmission equipment. Exceptions include public mobile communication devices (mobile phones), USB wireless network adapters for computers, laptops, tablets, remote car keys and wireless camera remote controls, biomedical telemetry devices and medical implants and related accessories for personal use that meet the technical requirements for micro-power short-range radio transmission equipment, and smart wearable devices (e.g. smart watches, smart bracelets, smart glasses, and Bluetooth headsets);

5. Small aerial vehicles (e.g. drones) and remote controls, various types of model aircraft and remote-control devices, and floating objects such as kites and sky lanterns;

6. Igniters such as lighters and matches; and

7. Any other items that may cause safety concerns or violate the APC Constitution, the PRC laws and regulations, or ticket agreements, including but not limited to containers with a pressure system and syringes.

The above-mentioned items are required to be strictly controlled and managed by their carriers' teams or organisations; and

2. According to regulations on the radio equipment management during the Games, radio stations and transmitters with HAPGOC's dedicated tags used for Hangzhou Asian Para Games wireless transmission equipment and whose radio frequencies meet the radio frequency range specified on the licence, can be brought into dedicated venue(s) after passing the security check.

VI. Policy on Restricted Items in the Official Hotels

This policy is applicable to accredited personnel into the enclosed security zones of the official hotels. Restricted items include:

1. Banners, slogans, and other promotional materials that promote political, racial, religious, or commercial content and violate the APC Constitution, or the PRC laws and regulations; (Religious items for personal use are permitted.)

2. Any animals (except guide dogs);

3. Radio stations and transmitters without dedicated tags for wireless transmission equipment. Exceptions include public mobile communication devices (mobile phones), USB wireless network adapters for computers, laptops, tablets, remote car keys and wireless camera remote controls, biomedical telemetry devices and medical implants and related accessories for personal use that meet the technical requirements for micro-power short-range radio transmission equipment, and smart wearable devices (e.g. smart watches, smart bracelets, smart glasses, and Bluetooth headsets);

4. Small aerial vehicles (e.g. drones) and remote controls, various types of model aircraft and remote-control devices, and floating objects such as kites and sky lanterns;

5. Igniters such as lighters and matches; and

6. Any other items that may cause safety concerns or violate the APC Constitution, the PRC laws and regulations, or ticket agreements, including but not limited to containers with a pressure system and syringes.

Special Notes:

Fire extinguishers are allowed in vehicles.
